The main objective of this study was to assess whether or not the current implementation arrangements of UWEP are working, which aspects are working or not, and why and how the programme implementation can be strengthened. Specifically, the evaluation assessed the implementation fidelity over the different stages of the implementation cycle, from beneficiary selection to recovery of the revolving funds. Fieldwork was conducted in 29 districts across the country and involved key informant interviews with implementers and political leaders at National and local government levels and focus group discussions with the women beneficiaries. The study was funded by the Bill & Melinda Gates Foundation (BMGF through CARE International in Uganda as Technical Assistance to the Government of Uganda under the Ministry of Gender Labour and Social Development.
