PADRI was commissioned to undertake a baseline survey of UWEP, which is a national programme to promote the economic empowerment of women through enterprise development. The baseline is intended to inform the second phase of the programme by collecting quantitative and qualitative data on the programme outputs and outcomes, refining the results framework and identifying gaps, and making recommendations for improving programme implementation. The baseline was conducted in 29 districts across all the 14 main sub-regions in the country, and Kampala Capital City Authority, and involved a survey of 1566 women beneficiaries, key informant interviews with political leaders and technical staff at national, district, and lower local government levels and Programme implementers, and focus group discussions with the beneficiaries. The study was commissioned by CARE International in Uganda and funded by the Bill & Melinda Gates Foundation (BMGF) as Technical Assistance to the Government of Uganda under the Ministry of Gender Labour and Social Development.
